Dee_snider was the first Mayor of Cill Chainnigh, who enacted unpopular taxes for travelers from outside the county.
These taxes were intended to stop the daily revolting and attacks upon the Town Hall (mainly by people from An Mumhain), which began immediately after Dee_snider became Mayor.
Since Cill Chainnigh had no defenses (because they had just opened for business), the idea was to try to fine the attackers out of town.
Despite good intentions, the traveler taxes instead proved to be very unpopular and were nicknamed "Dee's decrees".
The Laighean Council declared Dee's decrees null and void, and Laighean eventually fell to An Mumhain.
